In order to help implement the double carbon goal, implement the new energy security strategy of "four revolutions and one cooperation", fully practice the development concept that green water and green mountains are golden mountains and silver mountains, accelerate the construction of a new power system dominated by new energy, improve the power self-sufficiency capacity of our province, and promote the high-quality development of new energy dominated by offshore wind power and photovoltaic power generation, the following opinions are put forward.
一、Vigorously promote the "scenery doubling project"
1. Steadily promote the parity of offshore wind power on the Internet. According to the principle of "gradually declining and encouraging advanced", the on grid price of offshore wind power is formulated year by year, financial and other support is implemented, and the offshore wind power projects in the sea areas under provincial management are supported to gradually realize parity on the grid. From 2022 to 2025, the projects to be supported shall be determined through competitive allocation, and the total installed capacity by year shall not exceed 500000 kW, 1 million KW, 1.5 million KW and 1 million KW respectively.
2. Strengthen planning and project promotion. Accelerate the construction of Zhejiang offshore wind power base and actively promote projects under construction. Organize the revision of Zhejiang offshore wind power development plan to realize the large-scale development of offshore wind power in Zhejiang Province. Gradually explore the use of the exclusive economic zone to build far-reaching offshore wind power. In combination with the actual navigation environment in Zhejiang coastal waters, formulate supporting management systems such as typhoon electric field construction and operation and maintenance safety management measures, establish collaborative management mechanism, strengthen the linkage of information notification, joint supervision and emergency disposal, establish professional operation and maintenance fleet, concentrate operation and maintenance resources and rescue forces, establish operation and maintenance rescue integration mechanism and operation and maintenance rescue joint defense, Improve the emergency response capacity of regional offshore wind power.
3. Tap the potential of distributed photovoltaic. Carry out the pilot of large-scale development of roof distributed photovoltaic in the whole county (city and district), promote the integrated development of photovoltaic buildings, support the installation of distributed photovoltaic in new public buildings such as party and government organs, schools and hospitals, and encourage the installation of distributed photovoltaic in existing public buildings. Deepen the application of renewable energy in buildings and carry out building roof photovoltaic action. The distributed photovoltaic power station is allowed to vacate roof resources for new projects through transformation and upgrading without increasing the capacity of the original power station.
4. Encourage centralized composite photovoltaic. On the basis of conforming to the overall land and space plan, organize the preparation of the provincial centralized photovoltaic special plan, and do a good job in connection with other relevant special plans. Encourage the use of non cultivated land and garden resources such as abandoned mines, low hills and gentle slopes, and build centralized composite photovoltaic projects in combination with modern agriculture, fisheries and aquaculture. Explore the three-dimensional and layered ownership of photovoltaic wind power sea, expand the three-dimensional utilization space of sea area, and encourage the construction of beach photovoltaic projects by using sea area space such as enclosed aquaculture area, offshore beach area and enclosed but not filled sea area. Encourage the combination of photovoltaic with ecological restoration and pollution control.
二、Strengthen access and consumption guarantee
5. Establish a renewable energy power consumption guarantee mechanism. Formulate the implementation plan for renewable energy power consumption guarantee in Zhejiang Province, scientifically determine the consumption responsibility of the whole society and responsible subjects, and establish the monitoring, statistics, assessment, reward and punishment mechanism for the weight of consumption responsibility. The development and consumption of biomass energy such as wind power, photovoltaic, biogas and straw will be included in the dual control assessment of energy consumption in the "14th five year plan" of cities divided into districts, and the new renewable energy consumption will not be included in the total energy consumption of various regions within three years. Effectively tap demand side response resources, guide the whole society to establish the concept of energy-saving and low-carbon life, establish a demand response resource pool, realize the spatio-temporal accurate response of "load follows the source", and effectively ensure the consumption of new energy.
6. Fully implement provincial green power points. Connect the national green card system and the international green card system, appropriately expand the scope of issuance, simplify the issuance process, and do a good job in connection with the weight management of renewable energy consumption responsibility. Establish a price mechanism based on market demand, reflecting the cost of power generation and energy storage and encouraging advanced technology to reduce subscription costs. Build a deduction mechanism between green power integration and non-aqueous renewable energy power consumption, carbon emissions and energy consumption, and actively explore the application scenarios of green power integration in the fields of green production, green consumption and green trade.
7. Accelerate the establishment of green energy consumption certification, labeling and publicity system. Accelerate the establishment of green energy consumption measurement standards marked by green power points, revise the guidelines for carbon emission accounting of enterprises in key industries, do not include green power consumption in carbon emission accounting, and explore green power consumption to deduct a certain proportion of energy consumption. Encourage all localities to introduce incentive measures to promote all kinds of power users to purchase new energy power and green power manufacturing products, promote the application of new energy and green power in different industries and fields, comprehensively improve the clean level of energy consumption in the whole society, and support enterprises to include green power consumption in corporate social responsibility reports.
8. Strengthen the construction of power grid supporting facilities. Power grid enterprises shall strengthen the connection with local medium and long-term energy planning and annual construction scheme, fully consider the impact of new energy development on the safe and stable operation and reliable power supply of power system in power grid planning, design and dispatching operation, timely adjust power grid planning and construction to meet the development needs of wind power and photovoltaic power generation projects, optimize power grid investment planning and arrangement, and achieve power supply The transmission project matches the progress of power grid construction, and the power grid and power supply are completed and put into operation simultaneously; For the new energy supporting transmission projects that have difficulties in the construction of power grid enterprises or do not match the planning and construction timing, power generation enterprises are allowed to invest in the construction on the premise of full demonstration and complete voluntariness; The new energy supporting projects constructed by power generation enterprises can be repurchased by power grid enterprises in accordance with laws and regulations at an appropriate time with the consent of power grid enterprises and power generation enterprises.
三、Strengthen the guarantee of spatial elements
9. Strengthen the connection of spatial planning. In the land and space planning, fully consider the land and sea needs of new energy, and reserve space for the development and utilization of new energy by leaving space blank. All localities can carry out the preparation of special plans for new energy as needed, and make good connection with other special plans. Establish a sea use withdrawal mechanism. Photovoltaic and offshore wind power projects that have a serious impact on the ecological environment or are abandoned due to the expiration of the sea area use right, exceeding the design service life and other reasons shall be recovered and demolished according to law.
10. Explore differentiated construction policies conducive to the development of new energy. Scientifically evaluate the eco-environmental impact and benefits of wind power photovoltaic projects, explore differentiated construction policies conducive to the development of new energy in different regions in accordance with the principle of prudence and inclusiveness, and allow the construction of new energy projects with ecological protection and restoration benefits that do not damage the ecological environment or restore the original ecological environment in the non core areas of the ecological protection zone.
11. Optimize the negative list of space utilization. It is strictly prohibited to occupy cultivated land to build photovoltaic projects, and to build photovoltaic and wind power projects within the ecological protection red line and in areas prohibited by relevant national laws, regulations and policies. It is prohibited to build photovoltaic projects in nursery land, suitable forest land and forest land other than shrub forest land with coverage less than 50%, as well as various nature reserves (national parks, nature reserves, nature parks), habitats of endangered species and national important wetlands. It is strictly prohibited to build photovoltaic projects within the scope of water conservancy project management and drinking water source protection areas (including rural drinking water source areas), and it is not allowed to occupy the water areas, flood storage and detention areas, provincial and municipal rivers, other flood discharge and waterlogging backbone rivers, reservoirs with a total reservoir capacity of more than 100000 cubic meters Important water areas such as lakes with an area of more than 500000 square meters and water areas in other environmentally sensitive areas. After the commencement of photovoltaic project construction, the local government shall not arbitrarily change the land nature of the project land. In principle, the sea for new offshore wind power projects shall be arranged in the sea area with an offshore distance of no less than 10km and a beach width of no less than 10km. The submarine cable route of offshore wind power and photovoltaic projects shall be guided in strict accordance with relevant plans, and the corridor area shall be preferentially selected. If it is really inaccessible, it shall be centrally arranged after scientific demonstration.
12. Clarify the policy of compound land use. Improve the construction requirements of photovoltaic composite projects (including the erection height of photovoltaic array), identification standards, and clarify regulatory measures. For projects that meet the construction requirements and identification standards of photovoltaic composite projects in the region, the land for substation and operation management center, collection line tower foundation, biomass energy collection and storage center and processing site shall be managed according to construction land, and the approval procedures for construction land shall be handled according to law; If the on-site Road land meets the recognition standards of rural roads, it can be managed as rural road land; The photovoltaic array arranged on agricultural land can not change the nature of the original land; The land for collecting lines laid by directly buried cables shall be managed in the same way as the land for photovoltaic array of the project. If a photovoltaic power station project occupies less than 100000 cubic meters of pit and pond water surface, the approval procedures for construction land and river and embankment related construction projects shall be handled according to the regulations. If the land used for the composite photovoltaic power station project is managed as agricultural land and unused land, except for the land for pile foundation, the ground and farming layer shall not be damaged, otherwise the approval procedures for construction land shall be handled according to law. Where the construction of photovoltaic power stations involves water areas and water projects, the original water system shall not be damaged in accordance with relevant laws, regulations and technical specifications, and shall be reported to the competent water administrative department with jurisdiction for the approval of river and embankment related construction projects; Where water areas are occupied, functional remedial measures or equivalent alternative water area projects shall be taken according to the area, volume and function of the occupied water areas, and the balance between occupation and compensation shall be implemented. If the construction of photovoltaic power station involves forest land, the review and approval procedures shall be handled in accordance with relevant laws and regulations.
13. Strengthen the construction of composite functions of ground photovoltaic power stations. The minimum installation height of photovoltaic modules in the newly-built composite ground photovoltaic power station shall not be less than 2m, and the center spacing between the front and rear arrays of the array shall not be less than 7m in principle. Mechanized crop farming can be carried out under the photovoltaic array. If the ground photovoltaic power station is built in mountainous areas without mechanized operation strips, the standard can be appropriately reduced. The coverage density of photovoltaic modules meets the light transmission requirements of agricultural and forestry crops to ensure normal agricultural (Forestry) planting on the ground. The coverage density of photovoltaic modules of fishery light complementary photovoltaic power station shall not affect the water quality and is suitable for fishery breeding. The installation of photovoltaic modules in aquaculture sites shall not affect water quality, aquaculture and product fishing. The built and newly-built composite ground photovoltaic power stations need to strictly carry out agricultural (Forestry and fishery) planting (breeding) to give full play to the comprehensive benefits of the project. The project owner shall submit the agricultural (forestry, fishery) production plan for the next year to the local development and reform, natural resources, agriculture, forestry and other departments at the end of each year. The local departments shall cooperate and support, and regularly inspect and supervise the implementation. The ground photovoltaic power station on the construction land in the site of large thermal power plant and Industrial Park does not have composite function requirements.
四、Improve fiscal, taxation and financial policies
14. Strengthen fiscal and tax policy support. We will include support for new energy development in the provincial carbon peak and carbon neutral fiscal policy system, optimize the use mechanism of provincial special funds for development and Reform (renewable energy development direction), and encourage cities and counties to introduce fiscal policies to support the development of new energy and energy storage such as photovoltaic and biomass energy. The preferential tax policy is to implement the 50% VAT refund policy for qualified wind power products.
15. Strengthen green financial support. Taking the construction of provincial carbon peak carbon neutral digital platform as an opportunity, relying on the provincial enterprise credit information platform, strengthen the information sharing of offshore wind power and photovoltaic projects in the financial field, and promote the construction of carbon account financial application scenarios. Actively broaden investment and financing channels, comprehensively use green financial products and tools such as green credit, green insurance, green bonds and green industry funds, increase support for offshore wind power, photovoltaic projects and biomass energy on the premise of controllable risk, and guide financial institutions to establish a credit management mechanism in line with the characteristics of new energy enterprises and wind power photovoltaic projects. Innovate financial products and service means, and increase financial support for small and micro enterprises and private enterprises in the field of new energy. Eligible public welfare projects in the energy field can apply for special bond support from local governments. Explore and carry out real estate investment trusts (REITs) and asset securitization (ABS) businesses for wind power and solar power station infrastructure. Encourage insurance institutions to develop insurance products and services for new energy.
五、Accelerate reform and innovation
16. Simplify project approval (filing) procedures. Further deepen the reform of the investment approval system, establish a green channel for centralized approval of wind power and photovoltaic projects, optimize the photovoltaic filing and grid connection process of new buildings, and formulate a negative list of project access and a list of enterprise commitments. Comprehensive energy projects such as multi energy complementarity, source network load storage and Microgrid with wind power and photovoltaic as the main body can be filed as a whole. Establish a negative list system to include owners and enterprises suspected of reselling early-stage documents of the project, long-term occupation of resources, poor operation and maintenance of the power station, and inadequate implementation of agriculture (Forestry and fishery) industry into the blacklist and the list of dishonest Joint Disciplinary objects in the power field after verification, connect with the credit energy system, and enter it into the website for publicity. Photovoltaic power generation projects shall not be shut down without authorization. If necessary, an application shall be submitted to the local development and reform department and the power grid enterprise shall be informed.
17. Promote the direct transaction or use of wind power photovoltaic projects with users. According to relevant regulations, clarify the "network fee" standard for market-oriented transaction of distributed generation as soon as possible, and vigorously promote the development and utilization of distributed new energy nearby. Prepare and publish market rules and standard contract templates applicable to direct transactions between wind power photovoltaic projects and users, vigorously support direct transactions between wind power photovoltaic projects and power users, and encourage both parties to sign long-term power purchase and sale agreements. Actively support the pilot of new energy power dedicated line power supply in the surrounding areas such as industrial parks, large production enterprises and big data centers according to local conditions. Do a good job in connection with the market-oriented reform of on grid electricity price of coal-fired power generation.
18. Promote cost reduction and efficiency increase through digital reform. Build two application scenarios of full cycle management service of renewable energy projects and green power integration, coordinate data resources such as power, space, meteorology, geology and ecology, carry out provincial photovoltaic and wind power resources investigation, establish a exploitable resources database, open it to cities, counties and development enterprises, and form a grid and three-dimensional detailed investigation and evaluation service system of new energy resources. Gradually build a provincial renewable energy digital governance system, carry out monitoring and analysis of power generation efficiency of photovoltaic and other new energy projects, assist project owners in efficiency analysis, operation and maintenance, solve abnormal fault problems, and effectively improve power generation efficiency and low-carbon efficiency. Provide high-level support and whole process services for the high-quality development of wind power and photovoltaic renewable energy in the province.
